[1.20] Forced to make decision on quest when Avenger was trained

I trained an Avenger in my town and when it arrived, it arrived right on top of the Epic quest arena, not in an unoccupied square. I was given the choice to take the quest or not, and I did not and lost the quest. New units are not arriving outside of the city like they used to. I had another unit I trained earlier in the game which appeared outside the city but as soon as I selected something for the city to build, it ran inside the city and stayed there.
