no SB construction at the edge of the map

I'm starting a new game where Earth is located only 12 parsecs from the edge of the map. Along the edge not far from Earth are two resources that I want to grab with Starbases. I have sent my constructors there but for some reason they are not allowed to go to these resources on the edge. I can fly to the parsecs around the resources including empty parsecs on the edge but it's impossible to land on the resources and construct. A bug?

Duhhhhhh - you can't construct without a construction module! The "constructor" was a design of my own, I'm sorry to say.

An easy mistake.  I remember in another 4X game when I launched a major invasion only to discover (after i had fought through the enemy to the target) that I had not loaded the transports!

At least in this game, there is a prompt that prevents that particular ooopsie.
