Modifying "eagle's eye" player mode

I can't remember what the game calls this player setting, but we need to eliminate (or drastically overhaul) the attributes of "Eagle's Eye Mode" (i.e. which gives you a Bird' eye view of the discovered land & where all armies are).

The reason this needs to change is that it makes the game too easy to win.

Currently, anywhere you or your armies / pioneers cross gets "uncovered" from the initial Fog of Darkness.  The fog of darkness also gets listed on those areas your trading partners cross or where an economic route is created.  Merely visiting an area once will not only reveal any topography (mountains, streams, forest) but also any resources or towns AND visibility into where armies of other players are moving.  

While I agree that territory which gets visited should be visible on a master map, but I do not think it should give you permanent visibility.  I think there should be a combination of permanent and temporary visibility.  Its too easy to win the game if you have complete visibility into your opponents moves.  Its not realistic in any war setting that once you visit a place once, you know where your enemies are perpetually traveling.

As a replacement, and to make the game harder, here is what I am suggesting: Toggle the current "Bird's eye" feature to allow players to turn on / off that feature; if players turn it off:

1.  You only have permanent visibility into the topography of a map when you or your armies / trading partners / pioneers travel.  And give temporary visibility of troop / enemy movements in the following ways.

2.  Temporary visibility acts like a "bubble of visibility" into all actions on a map on a pre-defined number of square tiles radius.  For instance:

                            a. Found a city and get 3 square tile radius around the city.

                            b. 1 square tile radius of visibility when you set up an outpost and two square tile radius of visibility if you upgrade the outpost (like it is now).

                            c.  1 square tile radius of visibility on trade routes that get created.

                            d. 1 square tile radius of visibility wherever you have troops.

                            e. You can cast an advanced level earth / air spell for 500 Mana (i.e. on par the Curgeon's Volcano) that gives you complete visibility for 10 turns.

If you mean the Eyes of the Eagle spell, it is fairly good but it's always centred on your sovereign.  Which is great if they're leading from the front, because they can see a city's defences before the defenders can see the army marching towards them.

There's also 'Cult of a Thousand Eyes' which means you can recruit spiders and see what they see.

I am not sure what you mean, because what i quoted above is how the visibility currently works. At first you know nothing about an area, moving an unit there reveals both terrain and enemy units, and when you move away only the terrain remains visible, not units.
