Do Starbase bonuses help Economic improvements?

Question:  Do starbase bonuses help economic improvements on the planet in their radius the same way they boost production and research?  If I have an all stock market world, does a maxed out starbase next to it boost its output?  I'm asking because I have recently read a few posts that seem to say the bonuses only apply to production and research.

econ bases only increase the value of the trade routes that go through their circle of influence.

The trade modules increase trade, but the +production modules increase production. Only on the planets they are around though, not mining starbases.
