How to make mod changes to my current savegame?

I'm trying to make a personal 'balance' mod...basically a bunch of minor changes that tweak the game to fit my playstyle.  It's also my first step to learning how to mod this game.

But I'm getting frustrated because it appears that I have to create a new game every time I make any changes to the mod.  This is making it really difficult to test changes, especially to mid and endgame stuff.

Is there any way to make mod changes that impact my current savegame?

We have no tools to manipulate save games, or the data.zip in general. You are stuck with restarting unless someone can come up with a tool to do that stuff.

Hmm...  I'm not quite sure I'm asking the right question.

I'm not trying to manipulate save games.  I'm trying to update the mods that are currently running in my save game.

For example, if you add/update a mod in Skyrim, you don't have to create a brand new character every single time.  The game tries it's best to incorporate mod changes.

Judging by your response, that means that the savegame includes a copy of a lot of the basic xml config files?

The savegame does indeed contain a copy of all the game's XML from when you started it.
