GC Not Cheating

Much has been said about the game not cheating and the AI being just that good. If this is true then someone please explain to me how an AI can take a system and have no ships left at the time of cature. Then the next turn have 3 to 4 ships built there.
I know they are built because I watch all ship movement nothing goes to the planet.

You can spend money to rush-buy ships in a system.

I do the same thing if it is imperitive. If there are mulitple planets in that system, then there might be more than one ship built. The AI does seem to keep a pretty good balance of money on hand unless you drain it from them (trade techs for the AI's money).
