[.992 BUG] Enemy units on top of conquered city

After my army conquers Rilkaz the opposing faction somehow ends up with one of their armies standing directly on top of the newly conquered city. I've tested this with both Autoresolve, and playing out the tactical battle.

Looking back on the save game, it looks like the problem is that there is a tower built right next to (or on?) the city.
