How is the issue score calculated?

Is there any information about how the issue score is calculated?

For example, the starting scores for the Tax Cuts issue in Illinois are:

Democrats: -70
Independents: -24
Republicans: 70
Obama: -49
Romney: 64

How would the Tax Cut issue score be calculated for this particular issue?
