question on forrist and rivers

I have notice that currently in the game that if a forist or river in not in you orginel zone of control you will never be abel to build the imporvments that requaire that tile tipe. after the city exspandit to the forist or river. Is this inteded or a bug?

It's intended. They don't want you to exploit manual building placement to snake cities to rivers and forest to gain their bonus.
