Whats needed too make an alliance besides having researched alliances?

Because i cant with relias, who is neutral to me.

Unless I'm mistaken, they have to research it too?

I think that's the case.  Not sure, have only had one alliance in the last 20 games.

you have to have better relations than "neutral".

No, they do not have to have researched it. Or at least, YOU can make an alliance with someone who has researched it without having researched it yourself.

But they have to like you well enough, and maybe feel a bit intimidated. I remember that a few versions back I could not make an alliance with the strongest AI until I got to be quite a bit tougher than them.

That may have changed, because I have made alliances with stronger AIs, lately.

I had a peek at the XML and it looks like you need to be "Close" to them.

Oh, this is really difficult now with everybody about to declare war on you once you attack a faction/are attacked by a faction.

Would there be a way to get up from neutral to close again even if i already have the trade/tech treaties with him?

Makes sense, that's how it was in Gal Civ.

 

And to your question.  Gifts and bribes should work.  Trades to a smaller degree.
