How Do I Declare War?

I fee like a noob, I must be missing something.  I had three armies surrounding an enemy city.  When I selected one of the armies and moved the mouse over the city, the cursor turned to two crossed swords, but clicking the mouse did nothing.  I wanted to declare war and attack.  So I tried to engage in conversation with the sov I wanted to declare war on.  He just says "I'm too busy right now...".  So, how do I attack?

 

In the end I had to wait 3 turns and finally he told me to get off his land, at which point I could declare war.  Is this the way to do it?

You talk with them. In the diplomacy screen there is an option to declare war. I think it is under treaties.

But he refuses to let me talk to him.  He says he is too busy.

Yes, that is definitely a bug or a flaw that needs to be fixed.  However, if you have met other players you can bring up their screen and scroll to the one that doesn't want to talk.  It's a clunky workaround, but it does work.

Interesting.  I'll have to try that.  Usually though, I find that if one sov doesn't want to talk to me, they all don't.  I'm not sure what the criteria for being too busy is.

Maybe they are preparing for war.  But it seems a bit unfair if they are allowed to prepare for war, and you are not allowed to declare war on them first.

Yeah I think there should be a shortcut to declare war without even having to talk to the sovereign first. I think almost every other 4x I've played gives you an option to declare war just by moving your troops onto their city or with a keyboard command like alt-clicking their name. I've had this happen to me before too and it's really annoying.

Move on to their land they give you the option to move off  or put their head on a spike  [declare war]. Hope that helps.

Go talk to another guy/girl, ask him/her how much they will pay you for atacking the other guy/girl. Make money + war declaration = win + win.

There wasn't a treaty. 

 

I think when you click to attack a city it should ask you if you want to declare war.  Right now clicking on the city doesn't do anything.

It was a bug, now on the fixed list for .984
