Events Spawning Huts

I see alot of quests using the turn and pop triggers, but they don't seem to be spawning goodiehuts. This was bugged before, but I assumed it was fixed when the devs started adding quests that try to do it. Can anyone confirm that this is now possible or is it bugged still?

I did try it with my quest and it didn't work. I can't get the core quests to trigger at all for some reason. 

[Edit] Do the Random Events from CoreRandomEvents.xml even work? Turning up the trigger chance to 10000 and setting the turn timer to 5 seems to have no effect for me.

I figured out why. My quests still had "triggerorigin" which is not needed and blocks the goodiehut. Not sure what that does, but it doesn't need to be there for this. I still have not gotten the core events to spawn. Are we sure 10000 is a 100% guarantee?
