All races visible at start

So, I'd normally set all AI races to random when starting a game, but for the past few days, every time I'd start a game with random races at least half of them, regardless of the number, would be set to team with me. I read somewhere that can be fixed by manually picking AI opponents, but now the problem is that they all show up in the Foreign window right up from the start of the game, as well as in graphs (economy, industry, research, etc.).

Is this a bug, or am I missing something?
