[Bugs] [0.981] Scarred Sovereign Weakness and Wrong Unrest
Was playing a game, and spotted 2 bugs in a row and figured that they are both reproducible from the same save, so I would make 1 post about both.
I took my time to go out and on purpose take some damage with my sovereign so its even easy for you

The first bug is the "Scarred" Sovereign Weakness, which should limit per turn healing, but it doesn't.
A turn I had taken a beating I had only 15 hp out of 25... as a level 10 sovereign that would take 1 turn to heal, but with scarred (and regeneration with no life shards), that should supposedly take 5 turns to heal.

But only after 1 turn, my hero is up to full HP again, I could have taken the turn note too, but trust me on this or try yourself ![]()

That makes it quite nice
since obviously there is no drawback
... That said it might be the cause of regeneration, I will let the Developers play with that, in the middle of a war and want to cast fireballs ![]()
Another thing I found was that my Main city, first city Should have on normal tax, zero unrest.

But notice how unrest is still at 8%. This persists through saving and reloading, and ending the turn.
Probably the fault of that Shrine not counting essence properly, that have been an issue before... (https://forums.elementalgame.com/432137)

Take a notice of how the 8% unrest still take a lump of my production, and please note the 4 essence, the shrine SHOULD reduce unrest by 10% for each essence.
