Should disabling hotspots disable the bottom-left utility menu, too?

In 0.90, that's what happens here. All of the right-click shortcuts down in that area (items such as Control Panel, System, Command Prompt, etc) still show up, but none can be clicked and run until hotspots are back. Should this menu be unrelated to hotspots?

Also, the show desktop is disable when you hide hot-corners... Is it possible not to hide show desktop when hot corners are disabled?
