Single Player Mode to Unlock Candidates?

I believe in TPM08 there was a single player mode which unlocked more candidates.  Is there anythign in TPM12 that unlocks candidates? Or is there a single player campaign I am missing?   

 

All I see is the ability to setup random games against a computer player, no campaign mode like last time where it gets harder and harder.

There are no unlockable characters and no other scenarios in TPM2012.

User created candidates are available at https://www.wincustomize.com/explore/political_candidates and new scenarios are being created at https://forums.politicalmachine.com/forum/1030

I like some of those custom created candidates.  

How would I incorporate them into my game?  Would I be adding them to PM2008, PM2012, or both?
