Problem with Ship Creation

Hello my english is not perfect but i try to explain what for a problem i have.
i buy the game at steam, the ultimade edition. i know the game from past and i have played the first version without addons.
ok but now to the problem or error or bug i dont know ^^
i make a random game and play a while, later in the game with my self created ships i see a problem.
if i create a ship no matter how much sensors or speed i install they always have 5 pc/wk speed and 15 pc sensors.
if i build a ship without speed or sensor support they have 5 speed 15 sensors i dont understand... same if i buld a ship with a mass speed or sensor for example 17 pc/wk speed they have nevertheless 5 
maybe anyone can explain me what is going wrong.
