What does it take to get an alliance?

I'm playing the Terrans, and I've majorly pumped money and research into Diplomacy, but no matter what, even with Friendly/Warm relations, every time I ask for an alliance, I'm told it is too early. 

What hoops do you have to jump through to get an ally?  I'm about 1 1/2 years into the game (game time, not real time).

For one thing, you need Close relations to get an alliance. I'm not sure how you're even able to ask at just a Friendly/Warm level.

Does it take an extremely long time to get to this level?  Do I have to give free gifts or something?  I'm trading technologies left and right, I've got trade routes with them, etc.

One thing to keep in mind is that for an Alliance to be made, both parties must have researched far enough in Diplomacy or governments or whatever it is to be able to have that treaty.

Often, I have to gift or trade/sell that tech to the race I want to ally with because they have NOT done the necessary research (though I have).

 Yes usually.  Giving free gifts helps (even cheap stuff like "missile defence theory"),  but you have to wait "a couple of months" until you can speak to them again.

  Trading helps.  Even when the relations displays the max "++" ("trading++"),  sending more freighters to them still improves relations.  Some races like trading more than others.

  In some games,  I choose my ethical alignment to match races I want to be friendly with.

 "our military strength" seems to carry a heavy weight,  especially with evil races.

  Give them an economic treaty in return for a load of techs.  You get "our treaties together++" and they will be unpopular with other races if they start a war with you,  but so will you be if you start a war with them.
