system tray tools tips and menu pop up under tiles

Right clicking on a system tray icon pops up underneath Tiles.  See image.

I have tiles running on monitor 2 which is the left monitor (which makes it's screen x-pos negative) if that helps.

Seems like a strata issue.
 
This happens with every menu and popup tool tips.

Can you post a screenshot of the Size and location config and the Appearance config?

Does turning off the "Make the bar appear on top of other windows" option in "Size and Location" make any difference?  Not as a fix, of course, just curious.

Yes turning that option off makes the menus and tooltips pop above the bar... along with everything else as expected.
