Improving Ascension Starbases

Is this standard TA behavior?

After building an Ascension starbase, I find I cannot improve it at all with one Constructor - no improvement menu pops up.

HOWEVER - when I send a fleet of Constructors, I can improve the starbase - I can build weapon and defense modules for it. One for each Constructor in the fleet, up to the available modules.

I'm pretty sure the AI doesn't use fleets of constructors, so I presume this is a human only tactic.

Is it a bug this is allowed to happen? It feels to me like cheating then if only the human can realistically do this.

It's a bug; you shouldn't be able to improve ascension starbases in any way.

I bug?  The game shouldn't have any bugs, GalCivII has been out for 50 years, all bugs should have been eradicated. :p

I have read the games description several times and no where does it say 'Galactic Civilization Ultimate edition plus bugs'

The first thing the bugs do when they get into a game is to disable the sensors capable of detecting them. ;)
