Broken?

I am just curious as to whether or not Pervasive Economy is working. I am currently playing against 5 AI on the hardest difficulty. With the amount of ships they pump out I would think my credits would be soaring, however they are going up very slowly and steadily.

Normally my credits would take large jumps when the AI buys something expensive (like a capital ship) however it is not taking any jumps at all and I just wiped out their fleet after the research finished.

Pretty sure your fleet tax is included with anything you get. So a typical capital ship is 3000 credits, you'd get 600 credits if you had level 2 pervasive economy. Now include the fleet tax say 47% now it's 282 credits.
