Do they get free diplo tech?

I started a new game using the Twin Empires map, 2v2v2v2, playing as Advent rebels ally was TEC loyalist @ normal difficulty.

Within a few seconds of starting the game I heard "There's work to be done, are you interested?"

It should require 2 civilian labs & 104 seconds for the TEC to research Bounty Hunting before they can do this.

So how come my ally was able to do this from the very start of the game?

The AI generally can send missions faster (without the Research, as I saw in Diplomacy), probably to help up your relationship with either of them (also help your economy if you manage to finish their quests) and give it a boost. I'd just say it's something intentional, to help boost your relationships with other AIs faster, though this works between them as well, turning the higher difficulty level AIs into near-invincible allies as well :)

Could also be a buggy, just as in Diplomacy, sometimes, AI would send you quests in Locked Teams :)
