After completing the second leg of the Exile of Ice Quest, battling two serpent things, the quest tracker says to bring the "Staff of the Furnace to the Pit of Utheron." When you move onto the pit with the sovereign, the character who has interacted with both locations, a popup comes up saying "Get the Staff of the Furnace." You can't complete the quest.
