Is Fallen Enchantress still technically an expansion to War of Magic, or has it officially become a full sequel?

And if you want to nitpick, Stardock calls it a separate game set in the same world. So that the only relation is supposedly that it shares the lore. In reality of course it's more of a sequel.

It shares the lore and graphic assets.

Some graphic assets. But looking at screenshots from E:wom looks completely different from screens from FE.
