new ways summoning should be handled

I agree that summoning is rather underdeveloped. One of the mods I am working on for FE will use summoning as the main way to build your army. I think the vision for summoning was more as a panic button for when your city is undefended or maybe just a supplement to a larger army. Hopefully I will be able to make parties and troops of summoned units, but I need to see the new game before I know if it changed at all.
