Had you allocated any points to the "Luck" attribute?  I don't know if it's supposed to affect events like that, I'm just wondering.

Funny you should ask.

I did put in points into Luck, but only for the enhanced combat abilities it grant.

ObjectDock - Access shortcuts and frequently used applications from an animated dock.

I'm almost certain that Lucky Rangers are indeed tied in some way towards Luck. I mentioned collecting six of them in one game in this thread - and sure enough, my Torians had very high Luck - 1 actual point, a bonus from being Universalists, and maybe a tech too.
