Elemental download problem V 3.0

When ever I try to download WOM V 3.0 after it gets to 16.9 it says Error: Downloaded file is smaller than expected.

I have tried uninstalling Impulse and Elemental and it didn't work. I also uninstalled my anti-virus (Norton) but that didn't fix it.

 

HELP! 

NOTE: I have already tired Impulse and they couldn't help me so I decided to try here.
