Dealing with stagnation in 1.3

I have been playing the 1.3 update for the last couple of weeks. It has been a long time since i first established my empire and then all my cities went to sleep. I have been very patient for quite some time now, i am beginning to tire of the stagnant development of my empire which seems to be dragging on and on well beyond all reason and sanity!!!!

From other threads i am aware there was some issue with a prestige penalty and that it has been fixed in 1.39 update.

But i have gone so far into this game i do not want to start again, so what exactly is the prestige penalty? how does it work and how can i manage it without updating and starting again?

the prestige penalty is the more towns the slower they grow, and if you get 10 or MORE towns they typically grow at .1  per turn. or TEN turns per pop nomatter what the excess food state is

unfortunately all the workarounds for it will require starting a new game, either making a modified copy of the ElementalDefs.xml or creating accessories(eg rings) that add prestige( I have done both, the modified elementaldefs is needed to increase the number of towns before the growth hits almost ZERO) and the accessories are equiped onto heros that are stationed in each town that you want to grow.

Edit: i have given this issue some thought and i wondered if it would be worth building the cheapest possible units in less developed cities and then disbanding those units in the cities i need to advance? Or would i be better off razing those less developed cities instead?

I noticed that when i disband caravans, it gives me a report that some unit joined such and such a city? but when i build caravans, it does not seem to report any population usage? Could i constantly build caravans then disband them to boost city population growth?

the moving of units in theory should allow the population numbers in the disbanding town to increase, but at the cost of the building town's pop decrease and the cost of the materials used during the building of the units.

Thanks...  i might try building units and disbanding them in the city i want to level up.

 

But how do caravans operate in terms of affecting population when created and disbanded?

 

I am also starting to get a good number of royalty hero's, and i am sending them all to the same city i want to level up. I was wondering if they are at all effective in helping a city grow in 1.3?

the ten town limit will BLOCK any attempt to boost the growth rate as it is limited to .1 per turn per town, so to build ONE four man squad per turn you would NEED 40 or MORE towns, and even if you had fifty royalty heros with high charisma in one town it would STILL grow at 0.1 per turn which is WHY there has been so much grumbling about the prestige penalty system.
