Is there a way to see changes to mods without having to start a new game?

Read the patchnotes, or the xml in the modfolders.

Edit: Oh, you mean your own mods! No, every time you have to start a new game. Google Elemental Cheats to speed things up (all research done in a second, all spells available, make all buildings finish, infinite resources)
