when i try to change background, it wont apply.. nothing happens

i have a hp mini with windows 7 starter, and i was having some problems with a few programs so some how i reinstalled  stardock my colors but now it wont let me apply the studio tord bontje theme like it did before, when i push the apply button nothing happens... before, i used to change wallpapers using the public pictures or anything i wanted, but now, when i try to apply the theme it apears for 5 seconds, but then it always turns back into the blue windows background... HELP!!!
