Version D&E - Population still inxplainable ultra boost

3 towns - one town i set to build 1 study and suddenly i have 263/175- if i remove the study i only get 1 in return.

thought this was corrected.

Whatever build d/e is, it isn't what we were told (in fact, I can't find a difference between it and 1.2c). Some kind of mix up in getting it up on impulse, I suspect.
