The problem is that Stardock release the english version of sins... for the European version, Kalypso is the distributor... It is Kalypso who make the French-English translation... so, i think that it will be difficult for Stardock/Impulse to release language files from a other distributor...
By the way, as today, Kalypso only support Trinity... last time that they have release a language file for sins was the 17/03/2009, a 146.6 mb exe file with video/sounds...
Now, about the fan made translation, it is mainly the english.str who is translated, not the sound/video... in some way, they are mods and it will be wrong if Stardock take the work from other...
Since it is your second topic on the subject, why not make a single topic with link to various translation... if the topic is worthy, maybe Stardock will make a sticky of it and so, it will remain at the top...
Or maybe start yourself a mod group from French speaking people and make translation/voice acting files for the various expansion pack...

So, you can use the trans_galactique translation for diplomacy 1.011 and add yourself a translation for the 3 strings to the english.str ... and increase by 3 the "NumStrings" number... if needed, i can teach you how to make it ( very simple ) but i will not give you directly the file... so, next time, your will be able to make it by yourself...
