[1.30] Building Tile Bug (or a Problem with the Map?)

I've seen this before and also know others have posted in the past. Why are some tiles around a city unbuildable? The tile adjacent to Filler1 in the bottom right-hand corner  (just above the arcane lab I'm about to place) does not allow me to build on it. It looks like the map thinks it's a forest tile (based on mousing over it with terrain window enabled) but no forest is visible. Maybe this is functioning as designed but it's a problem with the map data itself? I started this game with one of the vanilla random maps.

Here's another one which I can't determine why it is unbuildable. The tile is a normal grassland.

Note the tile to the NW of Capital3's city center.

Ran into the same problem earlier today.  Funny though, I saved the game, exited and restarted the game. Loaded the saved game and it was fine.  I could build where I couldn't before.  Go figure.......

1.19m tile build issue. Just took the city over and a Fallen Land tile is unbuildable. It's the tile NW of city center. Why?

I've hit this problem before, it's very strange... its as though there is some invisible thing there blocking any building that can be built on the tile.

1.19m build tile issue. Tile just west of Capital1's city center. The tile appears to be a normal Grassland Land.

Here's another 1.19m example. The grassland land tile just west of city center can't be built upon.

1.19n example:

Just took Tarth's capital over and the tile just east of the city center is a grassland land. Can't build on it. Why?

Is it anything to do with a notable location possibly occurring there in future?

Steve, you could be right! It might set aside the tile for a spawn... dunno.
