Decomission Capitals

Is there no way to decomission and rebuild a tech/econ/etc capital? That seems really really REALLY odd. Civilizations grow and devlop. A planet you once thought was the pinnacle of your economy may fail in comparison to a new conquest. How does one move that building? Please don't say for all the wonder and brilliance of this game the devs let that one fall through the cracks.
