RA Doesn't cost antimatter?

I've read that the RA is supposed to cost antimatter, and once you got the full upgrade, then it was simple and you won and owned. But when I play, it costs me like 2500 credits, 400 metal and crystal or something like that. Why doesn't it just cost antimatter?

It used to be this way, but this was far too powerful.  In 5v5's, if an enemy Vasari begin with allied players on his flanks he could just fast-tech to RA and this would effectively end the game since he could easily produce enough ships to match two or even three opponents on his own.

It's still awesome value considering the number of units you get, but it's just not a game-winning freebee anymore.  It's a little on the weak side now because you need to do so much setup to make it work, but once you have it you should be able to maintain 2400 command fleets on a mediocre late-game economy no problem.

I had my doubts about the value when they introduced the resource cost to it coupled with the absurdly long cooldown, but even just guessing on the math it does seem like a fairly good value.

EDIT: Did testing and my memory was faulty. The value at level 2 is extremely good. 75-90 fleet supply at random is something like 7 to 11 frigates for the cost of roughly 5 at practically instant speeds. It doesn't produce support cruisers and the cooldown is extremely long, but it is definitely still worth using post-nerf if you don't need a specific type of combat frigate and you have the resources for it.
