Instead of costing 25 gold to cut down the forest, it should cost 25 people (temporarily). That is all.

No, but keeping a work force of free people would be more challenging than only making 5 gold a turn instead of the normal 30.

I don't know. It could reduce "queieng" in the cities but not much more, imho.
