AI has difficulties with Adventure Pack mod

In my last epic style game with 7 opponents on a large map (ridic/callenge) with spawning monsters and the adventure pack mod, I encountered only 2 AI players after fully exploring the map by turn 400+.  Tarth had 5 cities, and another faction had only 1 undeveloped city.  No other AI's were encountered.  I did find what appeared to be many start locations, where food + 2 other resources were clustered.  Large stacks of monsters roamed, sometimes 12+ in a stack, many with damage. 

 

I'm encountering something similar in my current game, this time set to ridic/hard with all other modifiers constant.  I've encountered 2 start locations, but the only sign of a potential AI is a light green tile where a city would have been founded.  Again, large damaged monster stacks nearby.

 

What I am wondering is if the monster spawn is too tough for the AI to handle when NOT set to ridic/ridic?  Is the early onset of a tough zombie/floating weapon/skeleton wandering in, much less a stack, overpowering to the AI factions?

 

Has anyone else experienced something similar?

Are you changing the world difficulty, but forgetting to change the AI difficulty?

Well, there's no way to set the monster spawn rating by modding. So, this could be a game thing, or just blind luck, or as Heavenfall suggested, perhaps you didn't change the difficulty level on the AI.

Yes, in the first game each AI was set to challenging, and in the second the AI is set to Hard.  I may do a test on Ridic as well. 

 

I also need to clarify that I've been playing with Mods only, and have not tried an unmodded version of the game (mad props to heavenfall ;D).

Since I have not played unmodded, I don't know if it is any different, hence the question.
