Does anyone know of a way to get windows desktop icons to have coloured lables around the text?

I'm sure I've seen it done in the past, but I can't remember how or where

IconX was able to do that. But it doesn't work with Vista nor 7.

hmmm, that's no good, I'm using 7 64bit.
