[bug] Refined economics had no effect

Refined economics has no effect.

 

I looked at each city and clicked on the money button to see all the bonuses/stats and it wasn't added there beyond the fact it didn't change my net gildar at all which is why I double checked. It is supposed to add 10 percent.
