Map Editor Question

I can't seem to figure out how to place land or anything else.  I select the Land Tool, choose "Land" and even increase cursor size with the "+" key but when I click on the map, nothing happens.  Is it broken?

Right click instead of left clicking. It's a little odd, but you get used to it.
