Orbital Fleet Manager unspyable?

I'm currently running a TA-game where I'm about to negotiate with the Altarians at gunpoint,
but the trouble is that there ships have more negotiating power then mine.

Not a problem if I can take them on one on one, since my one is one fleet.
In order to do this I sent Steven McBackstabber - my most trusted saboteur - to block their Orbital Fleet Manager.
When I invade however, they still have it operational and thus negotiate the snot out of me.

I checked their other planets for something else that could explain this betrayal but as it stands, Steven has proven himself incapable of following simple instructions. On other tiles he seems to bee doing OK though. I tried reloading the game but to no avail.
Any ideas on what's going on?

Well as far as I know, there is no Orbital Fleet Manager in TA 2.03, just the Fleet Command Center super project.

I don't know whether that's spyable or not, but certainly it's possible to deny the enemy the benefits (of having all planets defend using orbiting ships as a fleet) by capturing the planet which it's on.

It's also possible that they have captured another planet which built the orbital command center, so would still have the benefit civ-wide.  Did they capture any minor races?
