[0.98] [GameplayBug] Beta4 = Zone of Control expands around quest hut???

I've included the saved game and a screenshot which shows my zone of control circling a quest hut.  The zone circles the quest hut all by itself no connection with my city... check the screenshot.  Since I know this is not "by design" I'm reporting it as a bug.  The "by design" quote is a shield the developers love using from the company where I work when they are trying to avoid fixing something.

Even better: if a resource is in the ZOC near the goodie hut/quest target, you can build on the resource. Too random to be a major exploitable bug, but it doesn't seem like a good thing.

However if you visit the quest hut, any building is removed when the quest hut is removed.  (Like when you build resource buildings just outside your borders, it is removed the next turn and the resources to build it may be lost.)
