[UI] Display the target of enchants on mouseover

Currently, the only way to tell who or what the target of a specific enchant is, is to begin dismissing the spell, seeing the name in the confirmation box and then cancelling. This information should be displayed simply by mousing over the enchant in question.

An additional helpful feature would be if right-clicking the enchant icon would center the screen on the target, in case the name doesn't ring a bell, or it's a generic unit.

Good idea! Additional to that I think it should be possible to select the unit on that you want to cast the enchantment spell. Now I think the only way to be sure a specific unit out of an army will get the enchantment is to move the single unit out. It should be possible to select the unit or even multiple units out of an army on which you want to cast the spell.
