is there a way to reduce fleet upkeep costs, on a couple occasions i kept losing all my money because i started losing planets and could no longer support the fleet upkeep

You can't go back once you've researched supply levels, but there is a way to get more fleet for your buck. If you're TEC and allied, or allied with a TEC, the supply pact (maximum level pact) is very, very nice. If you lose the pact you get to keep the extra ships you've built with it, but you can't replace their numbers.
