There really ought to be some hot lava spewing action going on if you lower the rim of a volcano. Maybe enough to set a few tiles ablaze before it becomes just a big mountain . As you can see my attempt to recreate Pompeii was hampered by lack of this.
i was able to cast Volcanoes on peaceful citys even one i was at war with and nothing happen 
flood was more or less effective..
What with the huge mana cost of volcano, how about it destroys resources in the tiles around it? Magma flow would of course be cool but likely to be op and difficult to balance. Though if you can get that working, earthquakes, storms would be nice... basically anything you could do in Populous 2

Oh my god. How did you get to 868 turns? I can barely get through 150 turns without throwing my keyboard out the window in frustration due to instability
