Unable to configure, nothing happens

Try uninstalling Fences completely and then run the file below:

http://sd.stardock.com/curtHendzell/clear_fences_settings.reg

Once you do this, reboot and reinstall the latest version through Impulse.

BTW why through Impulse? Is this a different version that the latest download ?

Impulse always has the latest version available, that's all.

Dewie, here's something for you. The fences_debug_info.txt created has an extra section with Exception error everytime I right click and select "configure fences".

Some kind of Font issue?

This could be the case.  I would suggest trying to reinstall that font.
