Continually decreasing bounty

Hi, I've recently started playing Sins Diplomacy and it's a really fun game. During one of my games I've been encountering a funny problem.

 

During this game, one of my opponents was an AI Vasari, and any bounty I placed on him would keep falling no matter how much i placed. I've checked through all the Vasari techs, and none of them confer this ability; and it doesn't make sense for them to be destroying their own ships (everyone one else has been defeated, so I know they're definite not fighting someone else; and I'm not blowing up their trade ships either).

 

I'd really appreciate any help anyone could give me in enlightening me on this issue. Thanks!

Bounty is what entices Pirates to attack.  One of 3 things happened:

Pirate raids were happening too large to fight off, so by the time the opponent beat one raid, the next jumped in.

The opponent was expanding to any neutral worlds that may have been left and were losing ships there(Not likely)

The opponent attacked the Pirate Base.  (I almost never see this happen, but it has on occasion.  This IMO is the most likely scenario)

Yes, to clarify this, maybe you did not understand how bounty works - for every destroyed ship of the player the bounty`s on an amount of bounty is rewarded (i believe to players destroying ships as well as to the pirates). So the total bounty is reduced if ships get destroyed and pirates will stop when a planet is eradicated and bounty has been depleted, otherwise they will continue to the next planet until bounty has depleted but i am not absolutely sure with this point. But in fact if the bounty is decreasing it just means that ships/structures of the opponent are destroyed.
