last 2 weeks : ping goes from 200 to 400

i live in eu

i had ping 100-200 with other eu players. now i have ping 400.

i tested my connection on speedtest.net and got 9mb/1mb both in eu and for eu-us connections

ping was 250 to san fransisco (other side of planet from me)

i did tracert http://pantheon.demigodthegame.com/ and got max 200 ping in there.

only thing that might have changed is a new router. i forwarded 6100-6200 ports for demigod, then used Portforward.com portchecker utility and it said UDP is open, but tcp is NOT. i made a rule to open them both. windows firewall is disabled. i disabled norton too and tried the utility which said that tcp is still closed. 

might this affect my ping? 
any ideas how i could open my tcp ports?

------SOLUTION-----

checked with my ISP and seems they had my tcp ports inaccessible from outside. after i asked them to forward all ports to me, my ping returned to normal and my DL speed increased by 2mb/s
