Unclickable Create Ship Design

Ok, So I made my race but when I go to choose a ship design  I want to create my own. However it is greyed out and I can't click it with any races. (Even made a new one and tried from there) Nothing worked....Please tell me someone figured out how to get it to work.

That option is only to assign designs you've already made to the various ship types the AI creates, so you can customize what your opponent's ships will look like. As such, it is only enabled when customizing an opponent, not the race you're going to play. For your own race, just pick a base style and design away once in-game.
