is there free softwear I can get to alter TGA files

I am currently trying to expand and improve my sins color alteration mod, but to do so I need to be able to edit TGA pictures, is there softwear out there to help me do this?

help is, as always apreciated

Paint.NET is free and its what I use.  It can open TGA files.

If I remember right, you will need a plugin for gimp, or else that was a different filetype xD.

You do need a plugin for the dds filetype. I don't think you need one for tga.
